Windows XP, why does my computer blink off and on when I shut off the TV?

My computer came with a multimedia package which means I can watch television. Recently I installed a new video card and I noticed that when I shut off the TV all my icons blink off and back on is this normal?|||What kind of computer and what kind of video card. Possibly normal, windows also does weird stuff. Even if its not normal Its probably not harmful.
