If I don't have static sleeves, what is the best/safest way to package computer hardware for shipment?

Use anti-static bubble wrap. It's usually pink in color. Sold at all the big-box office supply chains (Staples, Office Depot, etc). They might carry anti-static bags (envelopes) as well.

The stuff's not cheap, so plan carefully.|||The cheap way to do it is just wrap it up in tinfoil. That will keep all the components at the same potential.
